What is Human Oversight Capacity Intelligence?
Human Oversight Capacity Intelligence is the ability to understand whether an organisation's available human judgement can keep pace with the scale, velocity and risk of AI-mediated work.
As organisations deploy copilots, AI systems and autonomous agents, humans remain accountable for reviewing, challenging, approving and intervening in their outputs.
The emerging bottleneck may therefore no longer be AI capability. It may be human oversight capacity — and ultimately, where scarce human judgement should be directed.
AI has an observability layer. Humans need one too.
FreQNC is not an AI eval vendor, an employee wellbeing platform, a surveillance tool, a productivity tracker, a project-management platform, a generic AI governance platform or an AI model-monitoring tool.
It sits within the emerging infrastructure organisations need to maintain meaningful human oversight as AI scales.
Measure work and delivery.
Measure whether AI systems, models and agents perform reliably.
Define controls, policies and accountability.
Measures whether the human oversight around AI-generated work remains effective as it scales.
Evals can tell you the AI is reliable. Governance can require human oversight. Neither tells you whether that oversight is still viable.
From human-in-the-loop to measurable human oversight.
This progression describes the longer-term FreQNC direction. The first product — the Human Oversight Capacity Index — is still being validated with the FreQNC Working Group.

Frequently asked questions.
What is Human Oversight Capacity Intelligence?
Human Oversight Capacity Intelligence is the ability to understand whether an organisation's available human judgement can keep pace with the scale, velocity and risk of AI-mediated work — and ultimately where that scarce judgement should be directed.
How is it different from AI evals and AI governance?
AI evals measure whether AI systems and agents are performing reliably. AI governance defines the controls, policies and accountability for how AI should be used, and can require human oversight. Neither answers whether the humans responsible for that oversight can still do it effectively as AI-generated work scales. That is the gap FreQNC is being built to address.
What is the Human Oversight Capacity Index?
The Human Oversight Capacity Index is the product direction FreQNC is developing: a way for organisations to understand where human judgement is under pressure, whether oversight capacity is keeping pace with AI-generated work, and where scarce human attention should be prioritised. It is in development and not yet available as a product.
Is FreQNC an employee monitoring or productivity tool?
No. FreQNC is not an employee wellbeing platform, a surveillance tool, a productivity tracker or a project-management platform. It does not measure individual employee productivity. It looks at the organisational capacity required to maintain meaningful human oversight of AI-generated work.
Why does human oversight capacity matter now?
Organisations are moving from occasional AI assistance towards AI embedded across workflows, copilots and increasingly autonomous agents. It is no longer enough to ask whether there is a human in the loop; the question becomes whether that human can still meaningfully oversee what the AI is doing.
Who is it for?
People who use AI extensively and remain accountable for its outputs: engineering managers, software engineers, product leaders, AI/ML leaders, design leaders, founders, operations leaders and teams deploying AI agents or AI-enabled workflows.
What stage is FreQNC at?
FreQNC is conducting low-fidelity concept testing with people working in AI-heavy environments to identify where human oversight becomes constrained, which signals indicate oversight effectiveness and capacity, and what should become the first MVP. The wider product vision is not yet built.
AI is scaling. Can human oversight keep up?
The FreQNC Working Group is testing how human oversight capacity should be measured in enterprise AI environments.
